Outlined below are the steps to be taken to confirm that a user may be assigned to the requested custodian organisation. There are 3 checking mechanisms employed in this process:
Users registering where their registered email domain does not match the requested organisation
Contacting a known resource to confirm access
Contacting the user to request further information.
