Background

The AusSeabed program outlines 3 program themes, one of which is the development of a “Data Hub”. 

Geoscience Australia (GA) is the lead organisation of the Data Hub program theme, and this is a primarily infrastructure/systems focused theme. 

The AusSeabed Data Hub is being developed as a multi-component suite of services that are underpinned by a federated data storage model, with each connected data store being referred to as a “contributing hub”. At the time of writing, there are two contributing hubs under development, one at GA and one at CSIRO. 

Purpose

The purpose of this document is to provide guidance regarding the process of standing up an AusSeabed contributing hub, and how to connect a contributing hub into the AusSeabed Data Hub. 

Contributing Hub Governance Arrangements

A contributing hub must have the following governance arrangements in place to meet ongoing operational requirements:

  • Binding or non-binding agreement between AusSeabed (as represented by GA) and the contributing hub that describes partnership arrangements

  • Nominated primary non-technical contact: a person that is responsible for the maintenance of the contributing hub. That is, someone who is identified as responsible for managing the institutions ongoing operational costs and archival commitments associated with the contributing hub.

  • Nominated primary and secondary technical contact: a person(s) that is responsible for ensuring that services provided by the contributing hub are working and operational.

Contributing Hub Technical Requirements

The contributing hub must provide three services:

  • publication of ISO19115.3 metadata through a catalogue service - nominally GeoNetwork

  • publication of Web Mapping Service and Web Coverage Service according to AusSeabed protocols

  • direct download of contributing hub products through HTTP protocol

The contributing hub must also provide a description of their holdings in an Excel format that can be read by the Exploring For The Future Portal.
